Free Public Wireless Internet in Downtown Tigard
The City of Tigard has launched a free public wireless Internet service in downtown Tigard along Main Street. The service is made possible by a partnership with the Tigard Chamber of Commerce who is providing the facility and the City is providing the hardware and the Wi-Fi service. The public will need a wireless ready laptop or PDA and this service does not require a subscription or logon.
The launch of the free public wireless Internet access helps to complement both the City’s goal of promoting Tigard as a Place to Call Home and the City’s current redevelopment of downtown Tigard to attract business and people. The Wi-Fi service will be available along the length of Main Street, Burnham Street, portions of Fanno Creek Park, and the Tri-Met WES station. Free public wireless hotspots are also located at Cook Park and the Tigard City Hall complex.
The implementation of the wireless access uses low cost devices to repeat the Internet signal throughout downtown and the devices were installed by City of Tigard Public Works staff, reducing installation and maintenance costs.

Sign up to receive e-mail Air Pollution Advisories!
Air pollutants like ground-level ozone (“smog”) and particulate matter affect everyone, especially people with asthma and other breathing problems. Pollution levels tend to go up on hot, windless summer days and during stagnant periods in winter when our region experiences inversions (cold air trapped at ground-level by a blanket of warmer air aloft). You can protect your health year-round by avoiding strenuous outdoor activity when pollution levels are highest. And you can help reduce pollution by driving less, not idling your car and not burning wood (if you can avoid it) during pollution advisories.
To sign up for e-mail advisories visit: www.oregon.gov/DEQ. Click on ‘News and More’ and then click on ‘DEQ On-line Subscription Service’.

Do You Love Trees? The City of Tigard Wants to Hear from You!
Tigard’s Urban Forestry Master Plan is in its draft stage and the comment period is open. The City of Tigard is very interested in what you have to say about it. The Urban Forestry Master Plan Committee will take into consideration information from a variety of sources - community survey results, citywide tree canopy studies, stakeholder and city coordination meetings, and comments received during this crucial period (May 26 – August 21). This committee will recommend a course of action for tree ordinance revisions and urban forestry program implementation over the coming years. Now’s the time to get involved!
Tigard's Urban Forestry Master Plan (UFMP) is a planning and policy tool designed to maximize urban forest benefits. The UFMP will not replace the Tree Ordinance, the city's primary regulatory tool. Instead, the Plan will include practical steps to improve the urban forest's health and management, allow for better coordination of urban forest programming between city departments and other impacted stakeholders, and provide a framework for evaluating the urban forest of the future.
The draft UFMP is available for viewing online at http://www.tigard-or.gov/community/trees/master_plan.asp. Based on the data in the draft Plan, and comments received, the Urban Forestry Committee will formulate their recommendations over the next several months and present them for acceptance by City Council in November.
Please feel free to submit your comments online, or attend a “listening post” session to discuss and provide comments on the draft Plan directly to city staff. Listening posts will be held on the following dates:
• June 11, from 6:30pm-7:30pm at Tigard City Hall in the Red Rock Creek Conference Room
• June 16, from 4:00pm-5:30pm at Tigard City Hall in the Permit Center Conference Room 1
• July 9, from 6:00pm-7:30pm at Tigard City Hall in the Red Rock Creek Conference Room
If you are unable to attend, or if you would like more information on the Urban Forestry Master Plan, please contact Todd Prager, City Arborist, at 503-718-2700 or todd@tigard-or.gov.

DEQ REPORT SHOWS SIGNIFICANT DECLINE IN WATER QUALITY
Tualatin River Leads Oregon in Water Quality Decline
A report from Oregon Department of Environmental Quality (DEQ) states that three monitoring sites on the Tualatin River show the biggest decline in Water Quality Index of the 127 sites analyzed over a ten year period.
The Oregon Water Quality Index (OWQI) is a single number that expresses water quality by integrating measurements of eight water quality variables (temperature, dissolved oxygen, biochemical oxygen demand, pH, ammonia+ nitrate nitrogen, total phosphorus, total solids, and e. coli Its purpose is to provide a simple and concise method for expressing the ambient water quality of Oregon's streams. The index allows users to easily interpret data. The OWQI improves comprehension of general water quality issues, communicates water quality status, and illustrates the need for and effectiveness of protective practices.
Of the 127 sites with sufficient data to measure trends, 7 had significant increases in water quality and 31 had significant decreases in water quality, while the rest showed no significant trend in either direction. Five of the six monitored sites in the Tualatin basin showed significant declines in water quality. One site, at Rood Bridge, showed no trend in water quality.
It is important to note that all data used in this report were from before the Wapato Lake Discharge that caused the toxic cyanobacteria outbreak and cost the Joint Water Commission over $285,000 in extra filtration costs.
Scores on the OWQI range from 10 to 100. Scores that are less than 60 are considered very poor; 60-79 poor; 80-84 fair; 85-89 good; and 90-100 excellent. To account for differences in water quality between low flow summer months (June - September) and higher flow fall, winter, and spring (FWS, October - May), average values for summer and Fall/Winter/Spring were calculated and compared.
OWQI Status and Trends Summary for TualatinBasin Sites
Site Score Category Trend Magnitude
Beaverton Creek at Cornelius Pass Road (Orenco) 53 Very Poor Declining -5.0
Fanno Creek at Bonita Road (Tigard) 63 Poor Declining -5.0
TualatinRiver at Boones Ferry Road 54 Very Poor Declining -19.0
TualatinRiver at Elsner Road 59 Very Poor Declining -24.3
TualatinRiver at HWY 210 (Scholls) 56 Very Poor Declining -28.1
TualatinRiver at RoodBridge 80 Fair No Trend 0
When asked which parameters of the OWQI were leading the decline for the Tualatin River, DEQ staff had no explanation. Tualatin Riverkeepers Citizen Action Committee is examining the data provided by DEQ to answer this question.
